White Noise is an Uncommon Skill for the Defect that generates a random Power and reduces its cost to 0 for the turn, then Exhausts.

If you use White Noise as other character that is not the Defect, it will grant a random Power card of the respective color of that character. For example, if you obtained this card as the Watcher, it will grant you a purple Power card. Prismatic Shard does not affect the variety of colors of the card it generated. It however is affected by Run Modifiers, which could potentially allow it to generate an Power from more than one color of cards pools.

Upgrading White Noise reduces its cost to 0.

It can only generate a card that are available through shop and rewards. It cannot generate a healing card.
