Neutralize is a Basic card, meaning the Silent starts with 1 Neutralize in the deck.

Tips

Neutralize is generally considered the highest priority Upgrade for the Silent at the start of the game. Upon upgrade, it gives a free 2 Weak for 0 Energy, which can be consistently cycled to keep a single enemy Weak while your deck is still small.
