This is an event in Act 2.

Patch V1.1: The Dealer
- Vampires and Council of Ghosts events now show how much Max HP is lost (rather than showing %)
Weekly Patch 47: Metamorphosis
- Council of Ghosts event now only gives 3 Apparition on Ascension 15+.
Weekly Patch 42: Reboot
- Adding ambient SFX to Council of Ghosts event.
Weekly Patch 30: Skewer
- Fix for Vampire and Ghost Council event which could set your HP to 0.
Weekly Patch 18: Paranormal
- New Event (City): Council of Ghosts.
- New Event-only Card: Apparition.
